Reason for urgency:
When the Cabinet last received an update on the project, one of the recommendations was that officers brought back an updated position with regard to funding as soon as this became available. An agreement on a way forward has now been reached and Cabinet will need to officially receive this update as soon as possible in the interests of the project and in terms of public transparency as to the steps being taken.
The Chairman of the Scrutiny Committee has been contacted and states that "I am pleased to confirm that I am content to agree the use of the general exception procedure in this instance".
